ACADEMIC CREDENTIALS PROCEDURE - (ACADEMICS)

PR-AC-02-01 Academic Credentials Procedure (Academics)
1.0 Definitions Specific to this Document
1.1 Capitalized words and phrases used in this procedure document and not otherwise defined here have the meanings assigned to them in the related Academic Credentials Policy (PL-AC-02).
1.2 The following words and expressions are specific to this document and shall have the meanings hereby assigned to them:
1.2.1 Academic Rank: The rank held by the Academic Members in the University, having hierarchical titles such as Professor, Associate Professor, Assistant Professor, Senior Lecturer, Senior Technical Instructor, Lecturer, Technical Instructor, Assistant Lecturer, Workshop/Lab/Clinical Instructor, Assistant Technical Instructor, Trades Technical Instructor, and Teaching Assistant.
1.2.2 Academic Recruitment: The process for hiring individuals for academic jobs in the University.
1.2.3 Academic Unit: An entity within the University that delivers Courses for Programs or for entry into Programs.
1.2.4 Course: A set of Learning Sessions in a particular subject, with a defined scope and duration, and specific learning outcomes.
1.2.5 Learning Session: Classes, labs, placements, or work term prescribed by a Course.
1.2.6 Recommended Candidate: An applicant who has successfully undergone the screening process, meets the required qualifications, and has been identified as the most suitable candidate for the job.
1.2.7 Recruitment Search Committee (RSC): A group of Academic Members at the Academic Unit responsible for conducting the search for appropriate candidates.
1.3 Where a word or phrase is given a particular meaning, other parts of speech and grammatical forms of that word or phrase have corresponding meanings.
1.4 Where the context requires, words importing the singular shall include the plural and vice-versa.
2.0 Procedure Purpose
2.1 The purpose of this procedure is to guide the process of collection, verification, and documentation of Academic Credentials and Professional Credentials and Certification.
2.1.1 Employment / Recommended Candidates (for academic positions) prior to entering an employment contract with the University.
2.1.2 Academic Members at the University.
2.2 The following procedures are to be read in conjunction with the Academic Credentials Policy (PL-AC-02).
3.0 Procedure Statements
3.1 Employment / Recommended Candidates
3.1.1 Submission Process
3.1.1.1 Employment Candidates applying to academic positions are responsible for providing their Academic Credentials directly to the Human Capital Directorate.
3.1.1.2 The Human Capital Directorate, in coordination with the Recruitment Search Committee (RSC), will conduct an initial review of credentials.
3.1.1.2.1 Hold the required Qualifications, as defined in the Academic Qualifications Policy (PL-AC-03).
3.1.1.2.2 Meet the requirements of the academic position, as defined in the Academic Recruitment Policy (PL-AC-23) and Procedure (PR-AC-23).
3.1.1.3 The Human Capital Directorate is responsible for verifying document authenticity and attestation.
3.1.1.4 Once the Recommended Candidate accepts the offer letter of employment, the Human Capital Directorate will request supporting documents.
3.1.1.4.1 Attested Academic Credentials including degree certificates and transcripts.
3.1.2 Attestation Process
3.1.2.1 Recommended Candidates holding foreign Academic Credentials must attest their documents.
3.1.2.1.1 Foreign Affairs authority of the country where the credential was issued.
3.1.2.1.2 The institutions from which the Academic Credential was obtained.
3.1.2.1.3 The State of Qatar Embassy in the country where the credentials were issued.
3.1.2.2 Documents must also be stamped by MOFA Qatar.
3.1.2.3 Recommended Candidates must bring their attested original Academic Credentials to Qatar.
3.1.2.4 For Academic Credentials issued in Qatar, an original and official credential must be submitted.
3.1.3 Verification Process
3.1.3.1 Human Capital Directorate reviews submitted documents and ensures compliance.
3.1.3.2 Only documents recognized by the Ministry of Education and Higher Education and stamped by MOFA Qatar will be accepted.
3.1.3.3 The University reserves the right to independently verify credentials.
3.2 The processes for submission, attestation and verification outlined in this procedure are based on current requirements and practices and may change.
3.3 Academic Members
3.3.1 Academic Members are responsible for submitting newly awarded credentials.
3.3.2 Academic Members must ensure credentials are fully attested and from recognized institutions.
3.3.3 Human Capital Directorate will review submitted documents.
3.3.4 Credentials that do not meet requirements will be rejected and the Academic Member will be notified.
3.4 If a Recommended Candidate does not provide required documentation within established timelines, the recruitment process will not proceed.
3.4.1 The Recommended Candidate will be notified in writing that the offer has been withdrawn.
3.5 Submission of falsified or misrepresented Academic Credentials after employment has commenced will render the employment contract null and void.
3.5.1 Review process will be initiated and disciplinary measures may lead to dismissal.
3.6 Documentation
3.6.1 All verified Academic and Professional Credentials are retained in the Academic Member’s personnel file.
3.6.2 Academic Members are responsible for keeping their profiles updated.
